Dawn Levy O'Donnell

Dawn Levy O’Donnell is CEO of D Squared Tax Strategies, a unique tax policy consulting firm. She is a former Tax Counsel to the U.S. Senate Finance Committee and a former EVP of Tax at Cassidy and Associates, the oldest and largest lobbying firm in DC. She brings a wealth of high-level experience in tax policy, including tax credits, excise taxes, corporate tax, and energy tax to D Squared Tax Strategies. She is known throughout Washington for her ability to strategize and her solid understanding of Senate and House procedures. With the ideal balance of legislative experience and technical expertise, Dawn consistently focuses on delivering results for clients.

As Tax Counsel on the Senate Finance Committee, she worked with the tax team on energy tax issues, excise taxes, transportation taxes, tax credits, R and D, various corporate and small business tax matters, and other tax expenditures. She worked tirelessly to strategize with professional staff and Members, putting amendments together, writing legislation, working with different committees and liaising with the Joint Tax Committee and the Department of Treasury (including the IRS) on a daily basis. The close relationships she has with former colleagues, some of which she continues to work with, provide her with the background information necessary to determine the innovative strategies for which she is known.
